Add option to hide zero balance agristabity codes on report
report is very unmanageable. It appears to list every AgriStability code ever used

All the grade and code lists have been updated for each province and those OLD codes archived so that your records will remain as is, but those retired codes/grades will no longer be cluttering up those lists.
