Allowing transaction posting outside of the fiscal year you are working in

Be able to override a transaction created outside of the current fiscal year. Analyst gives a warning, and you can still post. Currently in Accounting, you have to cancel the transaction you are working on, switch fiscal years, then go back in and post, then switch back to current fiscal year.
